SSOSettingsFileReader - System.IO.FileLoadException

Is the following scenario possible/likely?

I have existing app working fine.  I build new app, with SSO functionality on.  Then deploy/undeploy it several times.  As some point, I think I removed the SSO functionality from the new app because it wasn't being used.  Continued deploy/undeploys several times.  Can that remove the SSOSettingsFileReader from the GAC such that the working App would blow up without it?

I'm still exploring what else might have happened on my end and what the status of the AC is for this module.  Suddenly started getting 1000s of errors on my QA machine: 

System.IO.FileLoadException: Could not load file or assembly 'SSOSettingsFileReader,

We actually never undeploy SSOSettingsFileReader.dll.  Once you've run a deployment it will have been installed in the GAC, and we never remove it.  You can turn IncludeSSO on and off and it won't matter.
