BTSACCOUNT can be set using the wizard, for "manual" configuration.

It can also be set using e.g. the .bat file that accompanies .msi files, allowing for "automatic" configuration.

But how can it be set automatically with different values for different environments? I could enter conditional settings in the .bat file, but would it not be more convenient to allow this configuration item to be set in the spreadsheet for environment settings? Is there any other way?

You're probably right that it makes more sense to set it in the spreadsheet instead of through the wizard or command line.  Just add a setting row in the spreadsheet with the name BTSACCOUNT and add values for each environment.  Add BTSACCOUNT to the PropsFromEnvSettings ItemGroup (semicolon-delimited list) in the .btdfproj.  That should do it.
