Install without an application

Can an installation be made that does not deploy to an actual BizTalk application, but still have an installation directory directory presence?

This would be for things like the most common pipeline components, custom functoids, helper assemblies.

No, there's no way to bypass app deployment.  I'd offer that there's little harm in deploying to a Common application even if you don't have artifacts to deploy to it yet.  Maybe in the future you will have some common BizTalk elements to include there.

Another option is just to create a Visual Studio deployment project or a WiX project for those DLLs.
